I view a covenant as the things or ways of being we aspire to, our ideals from our bests selves. Therefore, a covenant is fluid and can be changed, as needed.
I view a promise as more finite, something we are working toward making happen and it may be set aside, once fulfilled or changed, or if no long relevant, dismissed.
